The NPL servicing market in Italy is a mature market even if the increase in NPL stock is leading to some changes. What are the causes of the large stock of NPLs in Italy? Rapid growth in NPLs was driven first and foremost by the severe contraction of the Italian economy during the financial crisis, amounting to almost ten percentage points of GDP and around one fourth of industrial production (the comparable figures for the euro area were -5.7 per cent for GDP and -19 per cent for industrial production; see below). Still, the Italian shares lost more than 23% on the week, as the country is in total shutdown and remains the worst impacted in Europe. Historically, the Italy Stock Market (FTSE MIB) reached an all time high of 50108.56 in March of 2000. The NPL problem at Italy's banks is largely the result of the prolonged recession that has hit the Italian economy in recent years and of lengthy credit recovery procedures. The double-dip recession that struck Italy between 2008 and 2014 (Figure 1 - Panel A) severely impaired Italian banks' balance sheets and loan quality. The moves are part of an effort to appease some jurisdictions, most notably Germany, hesitating to agree to a pan-European depository insurance scheme (EDIS). The reluctance stems from the higher perceived risks in banking markets such as Greece, Cyprus and Italy, where the NPL problem has been most acute and progress has been relatively slow
